These measures are also integral components of epidemiologic and mathematical policy models that aim to characterize the progression in time of patterns of use among the population, (Holford et al., 2014; Levy, Bales, Lam, & Nikolayev, 2006) particularly in situations where the equivalent to life-tables are not available (Rachet et al., 2015). These gaps in knowledge have become increasingly important given the current debate in Mexico on the regulation of adult use of cannabis (Zedillo Ponce de Leon et al., 2019; La Barra, 2013) and the gradual departure from policies centered on prohibition in the region of North America (e.g., Canada and 11 states in the United States of America) (Stevens & Pacula, 2017). As the experience in other regions suggest (European Monitoring Centre for Drugs and Drug Addiction, 2020; Wilkins & Rychert, 2020), there is an increasing need for evidence-based arguments to inform the design and implementation of wide-scale policies and regulations around the use of cannabis (Committee on the Health Effects of Marijuana, 2017; Cousijsn et al., 2018).
